ISLAMABAD: December 3, 2025 : A meeting of the Special Task Force for action against Illegal foreign nationals was held on Wednesday at the CDA Headquarters under the chairmanship of Chief Commissioner Islamabad and Chairman Capital Development Authority (CDA), Muhammad Ali Randhawa. The meeting was attended by Islamabad Inspector General of Police Syed Ali Nasir Rizvi, Deputy Commissioner Islamabad Irfan Nawaz Memon while the district administrations and the district police of Rawalpindi, Attock, Haripur and Murree districts attended via zoom, as well as officers from the Ministry of Interior, NADRA, PTA and other relevant officers were also present. The meeting reviewed the detailed progress made so far and discussed future strategy. Briefing Chief Commissioner Islamabad and Chairman CDA on the progress in this regard, the relevant officers infirmed that the process of repatriating illegally residing foreign nationals from various districts is continuing rapidly. The voluntary return of the majority of illegally residing foreigners has been ensured. It was also informed that legal action against landlords housing illegally residing foreign nationals is ongoing. Chief Commissioner Islamabad directed that the strict measures should be taken to completely curb the movement of illegal foreigners in adjoining districts. He directed that measures be taken to impose a ban on providing utilities, including electricity to illegally residing foreign nationals. Chief Commissioner Islamabad and Chairman CDA instructed that no form of accommodation or employment be provided to illegal foreigners. He directed that data from all districts be consolidated with the central dashboard of the Federal Ministry of Interior. Islamabad Inspector General of Police Syed Ali Nasir Rizvi said that strict measures will be taken to dismantle settlements of illegally residing foreign nationals. He emphasized that strict action should also be taken against foreign nationals getting medical treatments on fake identification and documents based on forged paperwork. The officer from the Pakistan Telecommunication Authority (PTA), while briefing the meeting, reported that the process of blocking the SIM cards of illegally residing individuals is ongoing. The meeting was briefed that a door-to-door survey is being rapidly conducted in the Federal Capital Islamabad to gather complete information about residents. Similarly, data for every person residing in Islamabad is being registered, which includes identity cards and basic resident information. The meeting was informed that to expedite the door-to-door survey process, self enumerator mobile application has also been developed, allowing citizens to put all information themselves. Through this app, citizens can also register details of their family, employees, foreign nationals and tenants. The meeting was apprised that survey teams have already completed surveys of over 25,000 families through the door-to-door method, and surveys of approximately one hundred thousand households in the Federal Capital Islamabad will also be completed within the next few months. The meeting was briefed that to ensure data secrecy and security, all data and information is being securely saved with NADRA. The meeting agreed to expedite the door-to-door survey process and to make possible the integration of data between Islamabad Police and NADRA. The meeting was briefed that to further make Federal Capital Islamabad safe and secure, the implementation of M-Tag is also progressing rapidly, and so far, over 52,000 vehicles in the Federal Capital Islamabad have been issued M-Tags. The briefing stated that effective implementation of this system is being ensured at various locations within the Federal Capital Islamabad. Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa, said that the primary objective of these measures is to make the Federal Capital Islamabad a safe and secure city and to provide citizens with a peaceful and secure environment.
