Planning & Design wing undertakes the planning of all urban and rural area within the framework of the existing Master Plan. It analyses the housing needs of the growing city and responds according to the trends of the market.

  • To prepare architectural design of public sector projects as assigned by the authority, and keep oversight from initial design till execution.
  • Outsourcing of mega government projects and coordination for design development.
  • Enlistment of architects for practice in private sector throughout the ICT.

Overview of Master Plan
  • Federal Capital Commission was established in 1959 to prepare master plan for new capital.
  • Doxiadis associates were appointed as consultant of this commission.
  • The master plan was approved by federal cabinet on 26th October, 1960.
  • In 1963, area of the capital site was declared 906.5 Sq.kms.
  • CDA was established in 1960 to develop the city as per master plan.
  • City is planned on the concept of dynapolis and planned on grid-iron pattern dividing the city neighborhoods called sectors.
  • Each sector is an independent neighborhood community measuring 6300’X6300’.
  • In 1992, division of Islamabad into 5 zones.
  • In 2010, zone-4 was further subdivided into 4 sub-Zones.
  • As per census 2017, population of Islamabad is 2,006,572 (49.42% Rural, 50.58% Urban). Present population of the capital is estimated to 2.3 million.

  • Preparation of evaluation reports and compilation of data regarding self finance / P.S.D.P / deposit work, on the prescribed performae.
  • To examine expenditure sanctions issued on the works under the PC-l schemes.

  • Maintenance of statistical data on various projects/ schemes and supply of information to other agencies.
  • Preparation of public sector development programme for a fiscal year for submission to the Ministry of Interior/ Ministry of Finance (planning commission) before the submission of annual budget demands.
  • Following jobs have also been added in the portfolio of P&E wing:
    • Conduct of CDA's technical committee meeting fo vet and clear CDA's development projects for further processing and recording minutes.
    • Convening CDA's departmental working party (CDA-DWP) meeting for obtaining approval of CDA's development schemes-being secretary/member, and recording minutes thereof.
    • Coordination/preparations for the DDWP (Cabinet), CDWP and ECNEC meetings, in consultation with executing formations of the Authority.
    • Finalisation of mid plan review for the planning commission which mainly focus upon mid year financial review of P.S.D.P.
    • Dealing with comments of the interior/planning commission on the projects of the authority and replies thereto.
