ISLAMABAD, October 8, 2026; On the directions of Federal Minister for Interior Syed Mohsin Raza Naqvi and Chairman CDA Sohail Ashraf, Capital Emergency Services (CES) has comprehensively audited and sealed 92 premises across the capital during an intensive September 2026 enforcement drive. Spearheaded by the Capital Development Authority's (CDA) Building Emergency Audit & Prevention Wing, the inspection operations were executed under the strict guidelines of the Islamabad Fire Prevention & Life Safety Regulations to ensure *"Safer Buildings, Safer People, A Safer Islamabad".* Comprehensive Audit & Enforcement Report of September 2026, field inspections rigorously targeted commercial, healthcare, residential, and government sectors, resulting in detailed regulatory actions and financial penalties: Extensive Auditing: Authorities conducted numerous FLS-Audits across different sectors, including 115 in hospitals, 29 in government facilities, 6 in commercial properties, and 4 in residential buildings. The government sector audits also yielded 6 finalized audit reports. *Premises Sealed: A total of 92 non-compliant properties were successfully sealed. This targeted operation encompassed 78 commercial shops, 8 high-rise structures, 4 residential buildings, and 3 government facilities.* *Challans & Detailed Financial Recoveries: The concerned wing issued 288 total challans during the month. This aggressive enforcement led to the recovery of PKR 2,400,000 across 9 specific cases: PKR 1,700,000 recovered from 5 commercial cases and PKR 700,000 recovered from 4 hospital cases. Additionally, 102 commercial FLS-Plans fees generated PKR 510,000. An additional 41 specific challans were issued directly to hospitals.* Warnings and Notices: A total of 99 final notices, shown cause notices, and advisories were served to commercial properties. A specific advisory was also issued to PIMS Hospital. Furthermore, 15 commercial cases currently remain pending. Critical Findings in Healthcare and Commercial Sectors: A major priority for the September audits was the healthcare sector, which yielded alarming compliance statistics alongside widespread commercial violations. Hospital Non-Compliance: Of the 161 total enforcement actions directed at hospitals, individual CES data reports revealed that 150 hospitals currently have not sufficient fire and safety equipment. These facilities demonstrated excessive non compliance with the mandatory IFP&LS 2010 and BCP 2016 safety frameworks. High levels of nonbcompliance remain broadly prevalent across both hospital and commercial categories. Sealing and Desealing Status: While active desealing efforts are also ongoing for properties that achieve compliance, all properties. To reinforce structural and regulatory compliance, the CES, CDA is accelerating the strict enforcement of fire safety regulations under IFP&LS 2010 and BCP 2016. Capital Emergency Services (CES) will prioritize the timely issuance of notices and challans, alongside the strict recovery of dues. Immediate follow ups will be conducted on the pending commercial cases to finalize their audit reports. The Wing maintains an uncompromising sealing and de sealing policy based on verified compliance status.
