CDA Reviews Launch of E-Stamp Paper and Land Record Digitization in Islamabad

ISLAMABAD: December 8, 2025: A meeting was held at the Capital Development Authority (CDA) Headquarters under the chairmanship of CDA Chairman and Chief Commissioner Islamabad, Muhammad Ali Randhawa, regarding the launch of E-Stamp Paper and digitization of land records in the Federal Capital Islamabad. The Deputy Commissioner Islamabad Irfan Nawaz Memon, Director ICT Rabia Aurangzeb, officers from ICT and CDA as well as the DG-PLRA (Punjab Land Records Authority) along with his team participated via Zoom link. During the briefing to the meeting, it was informed that most of the stages related to the launch of E-Stamp paper under the agreement between ICT and PLRA have been completed. The meeting was informed that the formal commencement of the E-Stamp software and its testing phase has begun. The meeting was told that in the initial phase, the E-Stamp Paper system has been integrated with OneLink. In this regard, the launch of non-judicial E-Stamp papers in Islamabad will be carried out soon. Similarly, work on the launch of judicial stamp papers will begin in the next phase. The meeting also reviewed the progress of digitization in ICT and CDA. The meeting was informed that the digitization of 24 mauzas has been completed so far, while the digitization process in the remaining 11 mauzas will also be completed soon. It was informed that the scanning of all records of CDA's Estate Wing has been completed, while the scanning of Building Control records is ongoing. After the scanning of records, the process of formal digitization will be finalized. Similarly, a mobile app has also been developed for the convenience of citizens and to provide them access to their land records. The briefing further said that this initiative will bring transparency and better facilities to citizens in matters related to land. Chairman CDA Muhammad Ali Randhawa said that in line with the vision of Prime Minister of Pakistan Shehbaz Sharif and Federal Minister for Interior Mohsin Naqvi for a Digital Islamabad, these measures will promote a cashless economy in Islamabad city. He added that citizens will also find ease in transactions, property transfers, inheritances buying and selling, etc. Chairman CDA and Chief Commissioner Islamabad said these measures are of utmost importance for safeguarding citizens' investments and their property records. He said that the objective of these initiatives is to adopt an e-governance model and further improve service delivery. He further added that all resources are being utilized to ensure the provision of better and the best possible facilities to citizens.
