ISLAMABAD, September 30, 2026: The Capital Development Authority (CDA) continues its action against illegal encroachments across Islamabad. The operations are aimed at removing encroachments from public and state land, preventing unauthorized construction and illegal commercial activities, taking effective action against non-conforming use of land, and maintaining the organized and planned character of the federal capital. The ongoing anti-encroachment campaign is being carried out in accordance with the directions and vision of the Federal Minister for Interior, Syed Mohsin Raza Naqvi, and under the effective supervision of the Chairman CDA. During the operation, strict compliance with the applicable laws, rules and regulations, approved land-use plans and building control requirements in Islamabad is being ensured. The CDA's Enforcement Directorate and relevant Building Control formations, in coordination with the District Administration and other concerned departments, are taking action in different areas of Islamabad against encroachments, unauthorized construction, illegal commercial activities, non-conforming land use, construction without approved plans and other violations. The Additional Deputy Commissioner (General) and the concerned Assistant Commissioners also remained present in their respective areas to monitor the ongoing anti-encroachment operations and the overall situation, ensuring that the operations are conducted effectively, systematically and in accordance with law. The CDA has made it clear that no illegal encroachment, unauthorized construction or unlawful activity on public or state land will be permitted. Where violations are established, necessary action will be taken in accordance with the prescribed legal procedure, including removal of encroachments, demolition of illegal structures, sealing of buildings or premises, recovery of applicable dues and charges, and initiation of legal proceedings. The ongoing operation is also placing special focus on the protection and recovery of state land, public spaces, land reserved for roads, green areas, natural drainage channels and other areas designated for public purposes. During recent anti-encroachment operations in different parts of Islamabad, the CDA has also recovered substantial areas of state land from illegal occupation and encroachments. CDA has maintained that the removal of encroachments actions are also being taken under the applicable building control and land use laws against illegal construction and unauthorized commercial activities. Proceedings are being initiated in accordance with the prescribed legal procedure against premises and buildings where unauthorized or non-conforming use is found. *Regularization and Recovery of Charges in Accordance with Law* According to the CDA, wherever the applicable laws and regulations provide for regularization, approval, change of land use or payment of prescribed charges, such matters will be processed by the competent authority strictly in accordance with the prescribed rules and regulations. Similarly, applicable charges relating to change of land use, construction without approval, additional covered area, setback, Floor Area Ratio (FAR), de-sealing and other regulatory violations, wherever legally recoverable, will be assessed and recovered through the prescribed procedure. The CDA has clarified that payment of prescribed charges or regularization of any matter does not exempt any person or premises from compliance with the applicable laws, approved plans and building control requirements. Every matter will be dealt with strictly in accordance with the relevant laws and subject to approval by the competent authority. The CDA has further clarified that sealed premises will remain sealed until the identified violations are rectified and all requisite legal and regulatory requirements have been fulfilled. The CDA has directed the concerned formations to ensure that all actions against encroachments and other violations are carried out in accordance with law and after completion of the prescribed legal and administrative process, while ensuring transparency, consistency and the rule of law throughout the enforcement operations. The CDA will continue coordinated anti-encroachment operations across Islamabad to protect public and state land, prevent illegal construction and commercial activities, ensure proper land use and safeguard the planned character of the city. *The Capital Development Authority has reiterated its commitment to maintaining Islamabad as an encroachment-free, organized, environmentally sustainable and well-planned city, and to continue effective and non-discriminatory enforcement actions strictly in accordance with law.*
