ISLAMABAD: 9th March, 2026: Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa, chaired a meeting on Monday at CDA Headquarters to review pre-monsoon preparedness measures in the federal capital. The meeting was attended by CDA Member Administration and Estate Talat Mehmood, Member Environment Esfandyar Baloch, Member Finance Tahir Naeem, Director General (DG) Capital Emergency Services, Director General (DG) Environment, officers from the Engineering Wing, and officials from the Islamabad Administration. Chairman CDA Muhammad Ali Randhawa stated that the purpose of the meeting was to ensure advance preparedness to effectively deal with emergency situations during the monsoon season. He said that the Capital Emergency Service will play the lead role during the monsoon period. The Chairman directed the concerned departments to identify low-lying areas and locations vulnerable to flooding. He further instructed that areas affected during the previous monsoon should be properly marked and documented. He emphasized that pre-emptive measures should be proposed and implemented in light of the experiences of last year. During the briefing, the Director General Capital Emergency Services informed the meeting that, to enhance the capacity of personnel, water rescue training has been conducted for staff with the assistance of Chinese experts and the Pakistan Navy. The staff have also received training to effectively respond to flash flood situations. The meeting was further informed that pre-monsoon measures include the inspection and availability of flood-fighting equipment and the initiation of cleaning operations of streams and nullahs. It was also briefed that the establishment of a Flood Control Room for inter-departmental coordination, identification of low-lying areas, and an effective early warning system are among the key preventive measures being undertaken for the upcoming monsoon season. Furthermore, the Capital Emergency Service Department has constituted specialized Water Rescue Teams, each comprising 12 members, to respond to emergencies during the monsoon season. Chairman CDA Muhammad Ali Randhawa directed that illegal encroachments along streams and nullahs be removed before the monsoon season. He also emphasized ensuring the availability of essential equipment, including water pumps and dewatering sets, so that any untoward situation can be handled promptly. He stressed that comprehensive planning and timely arrangements before the arrival of the monsoon season are extremely essential to minimize risks and ensure public safety.
