ISLAMABAD: September 23, 2025: A meeting was held at the Capital Development Authority (CDA) Headquarters under the chairmanship of Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa. The meeting was attended by CDA Board Members including Member Planning and Design Dr. Khalid Hafiz, Member Finance Tahir Naeem, Member Environment Esfandyar Baloch, Managing Director of the National Energy Efficiency and Conservation Authority (NEECA) Dr. Sardar Moazzam, and other senior officers. The meeting reviewed the adoption and implementation of Building Codes in Islamabad to promote energy efficiency and conservation. Measures for establishing electric vehicle (EV) charging stations in government and commercial buildings were also discussed. A detailed briefing was given on the Energy Conservation Building Codes 2023 and PEC By-Laws. It was informed that CDA has already issued a notification to ensure their implementation. The meeting decided that the adoption of NEECA Building Codes will be mandatory for all new constructions in Islamabad. Financial aspects of construction, with reference to energy saving and conservation, were also reviewed. It was noted that implementation of these codes would lead to significant financial savings for citizens. The meeting was also informed that NEECA is conducting training programs in relevant institutions for effective implementation. Furthermore, NEECA has developed software and tools including the Building Performance Database Tool, ECBC Compliance Tool, and Residential Load Factor Tool to support enforcement. Chairman CDA Muhammad Ali Randhawa directed the preparation of a financial model to bring existing residential and commercial buildings into compliance with the new codes. He said that for pre-existing structures, implementation would be carried out in phases after financial evaluation. The meeting also discussed the Prime Minister’s vision for establishing EV charging stations. It was informed that charging stations are being set up at petrol pumps across Islamabad, as well as in government and commercial buildings. The MD NEECA said that electricity will be provided to NEECA-registered charging stations at a subsidized rate. The meeting also agreed to register CDA’s electric feeder buses with NEECA. The meeting concluded with a consensus on promoting energy conservation, ensuring construction in line with Energy-Efficient Building Codes, and expanding EV charging infrastructure across Islamabad.
