CDA Board Approves ICT Urban Regeneration Regulations 2025, Reviews Model Graveyard Plan

ISLAMABAD: Feb 24, 2026: The second meeting of the Capital Development Authority (CDA) Board was held in Islamabad on Tuesday under the chairmanship of Chairman CDA and Chief Commissioner Muhammad Ali Randhawa, with senior officials in attendance. The Vice Chancellor of Punjab University also joined the meeting via Zoom. During the meeting, the board approved the Islamabad Capital Territory Urban Regeneration/Renewal (Regulations, Upgradation and Relocation) Regulations 2025 in compliance with directions of the Supreme Court of Pakistan and under the CDA Ordinance 1960. The regulations aim to regularize and upgrade already recognized katchi abadis in ICT in accordance with the law. These settlements were declared regularized by the federal government between 1995 and 2004, and only residents recorded in surveys conducted up to December 31, 2002 will qualify as entitled occupants. The CDA Planning Wing’s Spatial Directorate will conduct fresh surveys to prepare schemes for upgradation, resettlement, infrastructure improvement, and provision of basic amenities. The initiative also includes beautification measures, road construction and repairs, and integration of these settlements into Islamabad’s formal urban planning framework. The board also reviewed a design proposal for a model graveyard at the Pandoriyan site to meet the needs of the growing urban population. The chairman directed that the facility include spacious funeral prayer halls, ablution areas, public toilets, parking, ambulance and hearse services, CCTV surveillance, and modern construction standards.
